An improvement could be to use cmake in order to replace makefiles scripts. Cmake is a great cross plateform tools which aims at replacing autogen, and configure tools. It also produces project/workspaces for Visual Studio.

If you want to submit a Cmake-based build system that provides all the functionality of what currently exists in the Juggler build, then we will certainly review it and consider it as a replacement. Otherwise, we do not have the resources in place to learn a wholly new build tool and then create a replacement for the current build system.
